This 389 was created in May 1964 at the request of Harlow Council, but was little used and was due to be withdrawn in November the same year. The council protested and the withdrawal was delayed until January, when Harlow's two GSs, 29 and 54, moved on, GS29 to store at Romford and GS54 for service at St.Albans.
